“failed to deply”?! The entire city is underwater. I’d like to see you try to deply one of those busses.

Well, what I’d do is pretty much what the two hoodlums who drove the two buses off the lot a few days ago. Put the keys in, turn the engine on, and drive through the gate.
In fact, part of the evacuation plan was to deploy the buses before the hurricane hit land. But, the mayor failed to follow his own plan.
